Title fraud is a real risk for used car buyers in Texas. Criminals use stolen identities, forged documents, and cloned vehicles. In 2026, prosecutors in Harris and Travis counties charged former county tax office employees accused of processing illegitimate vehicle registrations and title transfers (Houston Public Media, Travis County DA). And since Texas ended safety inspections for most vehicles on January 1, 2025, no inspector looks at a typical used car before it’s registered, so it’s up to you to check the vehicle and its paperwork.
What Is Title Fraud?
Title fraud occurs when someone sells a vehicle using a fake, stolen, or altered title. Common methods include cloned vehicles (a stolen car given the VIN of a legitimate one), forged Texas titles, “washed” titles that hide a salvage or flood brand, and identity theft.

How to Protect Yourself
- Get a vehicle history report, and check the VIN for free with NICB VINCheck and for title brands with an NMVTIS report
- Verify the title and match the VIN on the title to the VIN on the dashboard and door jamb, in person
- Make sure the seller’s ID matches the name on the title
- Never rush payment
- Get your own inspection
